I am not sure if WebDAV feature was there in the earlier versions of WebSphere Portal 7. But looks like a pretty good implementation which individual services can use by plugging into. WebDAV is Web-based Distributed Authoring and Versioning (WebDAV). In the IBM training, we were made to use the WebDAV feature to customize the themes,skins and layouts.
One more interesting thing i found about WP7 was the way the custom themes and skins are created on WP7. Must say, has changed a lot...
